The San Timoteo
Watershed Management Authority (STWMA) was formed in January 2001 by the
Beaumont-Cherry Valley Water District (BCVWD),
the City of Beaumont (Beaumont),
the South Mesa Water Company, and the
Yucaipa Valley Water District(YVWD).
In March 2001, the STWMA retained Wildermuth Environmental,Inc
(WEI) to develop the watershed management program, which was completed in March 2002 and is documented
in the San Timoteo Watershed Management Program, Phase 1 Report (WEI, March 2002).
Based on the recommendations of the WEI report, the STWMA has implemented several key
initiatives of the STWMP and is in the process of completing investigations and developing agreements that will enable construction
of the facilities that are necessary to assure a safe and reliable water supply for future water demands.
The STWMP indicated the proven local supply for the area
is about 32,000 acre-ft/yr and the ultimate, future demand will be about 99,000 acre-ft/yr.
The STWMP initiatives will ensure that the additional 67,000 acre-ft/yr of water will be there when it is needed.
The water resources management program within the STWMP
includes enhanced recharge of native and recycled water, maximizing the direct use of recycled water, and optimizing
imported water direct use, recharge, and conjunctive use. The estimated cost to implement the STWMP ranges
from $200 to $300 million. The STWMP which was recently updated (WEI, June 2005) and renamed
the Integrated Regional Water Management Program for the San Timoteo Watershed (IRWMP),
includes a progress report on the implementation of several key STWMP initiatives.
The STWMA has initiated a CEQA review of the IRWMP and expects to produce
a program environmental impact report in early 2006. A downloadable file of the IRWMP is available
